I would have to say Walter Resden. He killed alot of people and locked kids in closets and still hasn't been arrested for anything. What really bugged me was when he started e-dating the woman who's parents he killed.

My top three are Clavo Cruz, Stewart Otis and Walter Resden.They just go beyond the normal sick criminal. They were driven and emotionally battered. The only one I ever felt bad for was Clavo Cruz, especially at the end scene between H and himself where he tells H to take care.

Does anyone else think Hagen was a bad guy? I just really didn't like that man. He was creepy and always got under my skin. I can't believe Calleigh dated that man!! It was so wrong on so many different levels, ick!

I agree with you. I never did like Hagen. I think he had good intentions for the most part...but anyone who holds a gun up to Calleigh's head is DEFINATELY a bad guy in my book!!!

Hagen had emotional and psychological problems after Ray's "death" that he never addressed. Perhaps this is another reason that Calleigh is so careful with Eric. Hagen really needed to see a doctor, but he didn't and then he insisted on staying in Miami where every remembered Ray and wondered if Ray was dirty and if Hagen was to blame. He was then forced to take time off to see a doctor, but then he still didn't transfer. He thought he could just pick up where he left off. He let his insecurities get in the way of his job and his relationship. He then based all his worth and "heroness" on whether Calleigh would be his girlfriend again. Hagen emotionally imbalanced but he wasn't a bad guy.

I totally agree with you ..he was so weird... i can't believe she dated him too!!!

Clavo Cruz was a formidable foe. Even prison couldn't hold him. Judge Ratner was like a Goliath to Horatio's David but Horatio found his weak spot. Walter Resden may have been a psycho but he deserved a little compassion; what can you expect from a person who went through what he did. Horatio may have experienced the same thing but I have a feeling that someone was there for him and I don't think Walter had noone. And in the case of what happened to Speedle and Ryan both were victims of panic only. Speedle because the security man was afraid they would be arrested and Ryan because the girlfriend of the man whose son committed the crime was trying to protect him. Eric and Marisol were victims. But if you ask me, the Best Bad Guy had to be Kurt Rossi, he took down Eric and Calleigh before Horatio got him.

Well, Ican't believe I'm saying this because Ihate him so much, but Ithink Antonio Riaz should rank up there. He ordered the hit on Marisol and broke Horatio and Delko's hearts. He almost shot down a plane, and it was so personal for Delko that he kicked him in the face as if saying, "This is for Mari." He even instigated Horatio to go and kill him personally. I hate Antonio Riaz.

I agree with you. Kurt Rossi gave the whole team a run for their money. The Mala Noches couldn't even do that.

It looks to me like the Russian mob is going to be up there with Clavo Cruz and Kurt Rossi. The Russian mob is going to keep doing its thing until the team puts a stop to them.

Ron Saris, Senator O'Shea, and Rick Stetler are my favorites!! I mean they bring out the badass side of H and I would personally love to see H kick each one of their **** and then some!! LOL Clavo got what he deserved and the mala Noche omg one shot one kill..that was classic!

I would have to say the PI Rossi; followed by Riaz and Saris. Rossi was too smarmy; Riaz was just evil and Saris is smarmy and evil.All three had long story arcs; and gave the team fits.
