(II)Legitimate: The Lambs investigate the hit and run murder of Estelle Drew, an African American maid at the Tumbleweed Casino and respected union steward. Initially, it appears that her senior steward wanted her dead after a disagreement, but eventually Lamb learns that Estelle had been having secret meetings with Randall Paltrey, a rich, white Vegas businessman. It looks like an affair, but Randall eventually admits that Estelle was his illegitimate daughter. Lamb then discovers photos of Estelle's meetings with Randall and evidence that her bank account was rapidly draining over time. This information leads the sheriffs to Tracey, one of Estelle's coworkers, who was jealous of the financial support she received from her white father. Tracey admits to killing Estelle and the Lambs lock her up.

After having his Savoy expansion shot down by the higher ups back in Chicago, Savino turns his sights outside of his casino in his quest to become a legitimate businessman. He wants to buy into the Tumbleweed, a neighboring casino with a lot of potential for redevelopment, but it's currently mired in a labor dispute. The owner, Mert, is being pressured by Davey Cornaro and his goons from the Milwaukee mob, so Savino goes to Cornaro and tries to come to a mutually beneficial arrangement. Cornaro thinks Savino has gone soft and orders a hit on him, which Savino barely evades. The hit gets Chicago's attention and Joey Rizzo comes back to Vegas to check in on Savino and his casino. Rizzo informs Savino that Chicago wants in on his Tumbleweed venture, and they'll want an even higher cut since he went behind their backs. Savino is forced to have Cornaro killed, then resumes his quest of convincing Mert to let him in on the Tumbleweed.
